Regulatory Overview
The UAE has established a comprehensive regulatory framework for carbon reporting through Federal Decree-Law No. 11 of 2024, commonly known as the Climate Change Law. This landmark legislation creates a structured approach to emissions management, requiring designated entities to measure, report, and verify their greenhouse gas emissions.
The framework aligns with the UAE's Net Zero 2050 strategic initiative and Article 13 of the Paris Agreement. It establishes the Ministry of Climate Change and Environment (MOCCAE) as the primary regulatory authority, supported by the National Registry of Carbon Credits (NRCC) and the Integrated Environmental Quantification and Tracking (IEQT) platform.
Important: Compliance deadlines are approaching. Large emitters must register with NRCC by June 28, 2025. All regulated entities must have operational MRV systems by May 30, 2026.
